All dogs shall have the right to bark at intruders and trespassers and this right shall not be abriged by any state or local government by noise or barking ordinances.
All dogs shall be permitted access to churches and church lawns when accompanied by their human companions and guardians; the right of dogs to make offerring of their biological waste upon church lawns or other public property, including public parks, roads, lawns and walk ways shall not be abriged by state or local ordinances.
All dogs shall have the right to life and people shall regard themselves as guardians of dogs, not as property owners of dogs; when a dog's guardian neglects or abuses a dog, the state or local government shall have the responsibility and obligation to find and appoint a new guardian.
All dogs, pedigree and mutts alike, shall have the right of due process of law and to receive legal representation with respect to any alleged crimes and not be confined in a crate, pen or other cage (except for safe transportation and veterinary care) without bond. Dogs will not be killed or punished for behavior that is the responsibility of their human guardians, but will be retrained and/or provided with new guardians should they be neglected or abused by humans or caused to do harm, injury or damage to humans or property.
All dogs shall have equal access to public buildings and state houses when accompanied by their human companions and guardians; this shall include access to schools, libraries, malls and other facilities open to the general public.
All dogs shall have equal access to buses, trains, airplanes and other forms of transportation when accompanied by their human companions and guardians and shall not be treated as fraight or baggage.
All dogs shall have equal access to public parks, stadiums, ball parks, fields and other recreational lands when accompanied by their human companions and guardians and this right shall not be abridged by posting of no pets allowed or no dogs allowed signs which are deemed prejudice toward people with pets and dogs.
All dogs shall have access to the best health and medical care that money can buy and it shall be the duty of all canine guardians, including state and local governments, to provide funding for canine care, including vaccination of all dogs against rabies and other canine diseases.
All dogs shall be regarded as sacred life forms and no dog shall be euthanized which does not have a terminal illness, disease or painful dehabilitating condition; it shall be the responsibility of state and local governments to fund rescue programs to find homes for all abandoned, homeless, neglected or abused dogs.
All dogs shall have a right to obedience training and state and local governments shall fund canine obedience training as a part of public education; all public schools shall permit equal access to canines and provide obedience training programs as part of their educational curriculum, this being for benefit of both canines and their human guardians. All rights related to canines not addressed herein shall be given to canine guardians and protected by state and local government through due process of law.
The Canine Bill of Rights was authored by Terrence A. Lynch, founder of Project K9 and People With Pets, on the 26th day of November, 1997. The Canine Bill of Rights is freely given to the world for adoption by all state and local governments to promote the health, wealfare and humane treatment of canines and the education of their human guardians.
Given dogs are man's (and woman's) best friend, and the fact that canines have served humanity in a close working, protective and loving relationship for thousands of years, the Canine Bill of Rights rewards all dogs for their devotion to humanity by affording dogs the dignity, respect and love they have earned and deserve of their human guardians. It is urged that all canine owners and lovers submit the Canine Bill of Rights to their local and state governments for serious consideration and that each state and local government adopt the Canine Bill of Rights in whole, or part as may be appropriate for each community. By giving canines legal rights they and their human guardians will enjoy a better relationship in the future.
